The three Meta Ads mechanics an AI agent plugs into
Lead Ads instant forms don't open a chat. Meta's leadgen webhook tells your server a lead came in, with a delay of up to a few minutes, and the agent reads the full lead from the Graph API, with the answers in field_data (Meta for Developers). Reading leads takes permissions such as leads_retrieval and pages_manage_ads.
Because the lead didn't message you first, any WhatsApp message to them has to be an approved template, and the agent reaches out on the channel the person agreed to. Instant forms can add your own consent checkboxes, and the API returns each answer.
Ads that click to WhatsApp, Messenger or Instagram work the other way around: the person writes first. On WhatsApp, the Cloud API delivers that message with a referral object: the ad, its headline and text, and the click ID, ctwa_clid, which Meta omits when the ad runs in WhatsApp Status (Meta for Developers). Reply within 24 hours to someone who wrote from the Android or iOS app, and Meta opens a 72-hour free entry point window with no charge for message delivery (Meta for Developers). The integration doesn't touch your campaigns: budgets, bids and creative stay in Ads Manager. The agent works on what your ads produce, and every Lead Ads lead belongs to the Facebook Page that ran the ad, as Meta's documentation states.
Which event goes back to Meta, and with which ID
During implementation, Vantegrate connects your CRM to the Conversions API variant that fits each lead. For Lead Ads, it's the CRM variant: every stage change in your CRM travels with its leadgen_id and feeds the goal Meta calls Conversion Leads; as a guideline, Meta asks for at least 200 leads a month and daily uploads (Meta for Developers). For Salesforce, Meta even documents a no-code path that sends every Lead Status change, so the agent's job is to move the status accurately and on time.
For chats, the Conversions API for Business Messaging takes events with action_source business_messaging and, on WhatsApp, the ctwa_clid: LeadSubmitted, QualifiedLead or Purchase with value and currency (Meta for Developers). With those signals, Meta enables purchase optimization for ads that click to WhatsApp or Messenger.
Meta gets the event, not your database: if you add email or phone to improve matching, they travel as SHA-256 hashes, as Meta requires, and the events land in a dataset your business owns.
Meta Ads in the US: WhatsApp reach, +1 numbers and state privacy laws
Meta told investors that its US revenue from click-to-message ads grew more than 50% year over year, driven by ads that send people to a website before they start a chat (Meta, Q4 2025 earnings call). Each of those chats is a lead the agent can work from the first message and log in Salesforce, just like a form lead.
WhatsApp is still one channel among several: it reaches 32% of US adults and 56% of Hispanic adults (Pew Research Center, 2025), and Meta doesn't deliver WhatsApp marketing templates to US (+1) numbers (Meta for Developers). A chat the customer starts from your ad isn't affected; marketing follow-up to a +1 number goes over SMS with consent, as covered in the SMS integration.
Privacy is the other US setting. For people in states such as California, Texas or Florida, the Conversions API supports Limited Data Use, which limits how Meta uses the data under its state-specific terms and can reduce retargeting and measurement (Meta for Developers). Your legal team decides whether to turn it on.
What changes for the agent: the qualification logic stays the same; the channel changes. For a +1 lead, WhatsApp works when the lead starts the chat, and follow-up campaigns run on SMS with consent, through Revio.
