Twilio is the benchmark for building messaging with code: it gives you the API and charges per message. If you are looking for an alternative, first decide whether you want another provider to keep building or something that already serves customers and sells. This guide describes both families neutrally, with list prices.

What is the best Twilio alternative for WhatsApp?

If you have developers and want to keep building, the direct alternatives are Meta's Cloud API with no middleman (Meta does not charge for direct access), 360dialog, with a flat license per number, Gupshup, with a lower per-message fee, or Infobip, Sinch and Vonage, which, like Twilio, are named Leaders in Gartner's CPaaS Magic Quadrant. If what you need is to serve and sell on WhatsApp without writing code, the alternative is an AI inbox such as respond.io or Wati, or an agent delivered and operated for you, such as Sellium, which can even use Twilio as its channel.

To compare, look at how much each provider adds on top of Meta's rate, which channels it adds (SMS, voice, RCS), who builds and maintains the solution and how each conversation reaches your CRM. Twilio charges $0.005 per message sent or received on top of Meta's fee: that is the number to beat. For a utility message to a US number, where Meta charges $0.0034, the total through Twilio is about $0.0084.

It charges $0.005 per message sent or received, plus Meta's fee, which it passes through, and $0.001 for each message that fails. RCS, a WhatsApp-like channel for US phones, costs $0.0083 per message.

When it fits: engineering teams that want WhatsApp, SMS and voice from one provider, with full control of the code.

Meta Cloud API (direct)

The official API with no middleman · engineering teams

Meta's WhatsApp Business Platform used without a provider in between: Meta does not charge for direct access, only its per-message rates by category and country. In exchange, development, monitoring and support are on you.

When it fits: companies with developers that only need WhatsApp and want to pay nothing but Meta's rate.

360dialog

API provider (BSP) · access to the channel

Official WhatsApp API provider with a flat license per number: €49 per month on Regular, €99 on Premium and €500 on Scale (about $59 and $119 for the first two, per its documentation), plus Meta's rates. It is aimed at developers and at platforms that build on top of it.

When it fits: teams with their own tool or engineers that prefer a flat cost per number to a per-message fee.

Gupshup

Conversational messaging platform · high volume

Provider founded in India, with offices in the US and Latin America. It charges $0.001 per message plus Meta's rate at cost, and adds its own AI agents built on its ACE model.

When it fits: high-volume operations that want a low per-message fee and AI agents from the same provider.

Infobip

CPaaS with AI agents · multichannel companies

Global provider and Meta Premier Partner, with AgentOS, its platform for building conversational experiences with agents. It charges per message by country and category, with a public calculator, and has an app for Salesforce Marketing Cloud.

When it fits: companies that want a global provider with many channels and agent orchestration, especially on Marketing Cloud.

Sinch

CPaaS · enterprises, with a suite for small businesses

Global provider and Meta Premier Partner. Its enterprise WhatsApp API is quoted; for small businesses it offers Sinch Engage, from $99 per month, with WhatsApp as an add-on, and it has a connector for Salesforce Marketing Cloud.

When it fits: companies that want a large provider with packaged plans for small teams and a Marketing Cloud connection.

Vonage

Ericsson's CPaaS · engineering teams

Part of Ericsson. Its Messages API covers SMS, MMS, RCS, WhatsApp, Messenger and Viber, and it publishes a per-message platform fee by country that is added to Meta's rate.

When it fits: engineering teams that want several channels in one API, with fees published by country.

respond.io

Omnichannel inbox with AI agents · no code

Not an API to build on but a ready-to-use inbox with AI agents, workflows and assignment rules. It uses its own connection to the WhatsApp API (it stopped supporting Twilio as a WhatsApp provider) and, according to respond.io, adds no markup to Meta's rates.

When it fits: teams that planned to build a service inbox on Twilio and would rather buy one ready-made.

Wati

Platform on the WhatsApp API · small businesses

Shared inbox, campaigns and AI agents on the WhatsApp API, ready to use. It connects to Twilio to send backup SMS when a WhatsApp message cannot be delivered.

When it fits: small businesses that want WhatsApp running without development, with campaigns and a team inbox.

How to choose

Five questions before you switch providers

The best Twilio alternative depends on what bothers you about Twilio: the cost, the work of building or the fact that your agent does not sell yet. These five questions sort it out.

Do you want to build or buy?

If your team wants control of the code, the alternatives are other API providers or Meta's Cloud API. If what you want is the outcome (serving and selling), buying an inbox or an agent usually arrives sooner and costs less than building it.

How much does each provider add on top of Meta?

At 100,000 messages a month, Twilio's fee comes to $500 and Gupshup's to $100; 360dialog charges a flat license per number. Add the messages you receive, which Twilio also charges for, and the ones that fail.

Do you need SMS, voice or RCS?

With US customers, WhatsApp reaches only part of your audience, and marketing templates do not reach +1 numbers. If you want WhatsApp, SMS, RCS and voice in one contract, stay with a CPaaS: Twilio, Infobip, Sinch or Vonage. If you only need WhatsApp, Meta's direct API or a BSP such as 360dialog keeps the bill simple.

Who will maintain it?

Your own integration on any API needs someone to monitor it, update templates and keep up with Meta's changes. Count those hours before comparing per-message prices.

Where does the data need to land?

If each conversation has to create the lead, the quote and the order in Salesforce and in the ERP, pick the option that writes there natively; otherwise you will build that integration anyway.

Yes. Meta lets you use the Cloud API directly and does not charge for access: it only charges for messages. In exchange, development, monitoring, templates and support fall on your team. That is why many companies add a provider or a tool that takes care of that part.

Can I move my WhatsApp number from Twilio to another provider?

In most cases, yes: Meta lets you migrate an API number between providers while keeping the display name, quality rating and messaging limit (Meta documentation). Two-step verification has to be turned off first, and what lives with the provider (history, flows) does not carry over: export what you need.

Does Sellium replace Twilio?

Not necessarily. Sellium is not an API provider: it is the agent that answers, quotes and takes orders. If you already have Twilio, it can use it as its channel for WhatsApp and SMS; what it replaces is the project of building and maintaining the agent. More on Sellium.

What changes with messages to US numbers?

The rule is Meta's and applies to every provider: according to its documentation, WhatsApp does not deliver marketing template messages to users with US phone numbers (+1 and a US area code). Utility and authentication templates, and replies inside the customer service window, still work. For promotions to those numbers, SMS or RCS remain the channels.
