Twilio is a third-party product: it is integrated through its API and its signed webhooks, and the channel runs on Twilio's infrastructure. Vantegrate configures the connection and the link to your Salesforce, with the permissions you authorize.
Twilio in the United States: A2P 10DLC registration and RCS
In the US, WhatsApp is one channel among several: 32% of US adults use it, a share that rises to 56% among Hispanic adults (Pew Research Center, 2025). Meta also does not deliver WhatsApp marketing templates to US (+1) numbers (Meta). Conversations your customers start are not affected, but a campaign to US numbers needs another channel, and on Twilio that means SMS or RCS.
To send SMS from an application to US numbers over a local 10-digit number, carriers require A2P 10DLC registration: you register your brand and each campaign, with its purpose and the way you collect consent and process opt-outs, according to Twilio's documentation. Twilio manages the registration from its console and blocks messages sent from a 10DLC number without an approved campaign (error 30034).
RCS is the rich version of SMS: a verified business profile with your name, logo and badge, plus images, carousels and quick-reply buttons, inside the phone's own messaging app. Twilio offers it with automatic fallback to SMS or WhatsApp, depending on each customer's channel, and prices it from the same base rate as SMS, plus carrier fees, according to its RCS page.
What changes for the agent: the logic is the same as on WhatsApp: it answers, qualifies and logs every conversation in your Salesforce. Not on WhatsApp. Twilio's list of HIPAA-eligible services covers SMS, MMS, voice and chat, and WhatsApp is not on it (Twilio). Meta also states that it is not a HIPAA business associate (Meta). So in the US, flows that carry patient data go through SMS, voice or web chat, and WhatsApp is left for conversations without protected health information.
