WhatsApp pricing is the way Meta bills businesses that use the WhatsApp Business Platform. The model in force is per-message pricing (Meta, 2025): each delivered template is billed separately according to its category (marketing, utility or authentication) and the recipient's country, and service replies within the window have a quota of 1,000 free messages per number per month, after which they are billed at the utility rate (Meta, 2026). Per-message pricing replaced conversation-based pricing, the earlier billing model in which Meta grouped every message exchanged with a customer within a 24-hour window into one billable unit called a conversation, and applied a rate based on the category and the recipient's country. That model no longer applies.
How conversation-based pricing worked
When the business or the customer sent the first message, a 24-hour conversation opened. Every message in that window, whether one or fifty, was billed only once, according to the category of the template that opened it, or as service if the customer started it. That is why the usual advice was to bundle notifications within the same window.
What changed with per-message pricing
- Billable unit: it is no longer the 24-hour window but each delivered template. Three notifications within the same window are billed three times.
- Utility templates: they are billed every time they are delivered, including within the customer service window.
- Service messages: free-form replies to a customer who wrote first get 1,000 free per number per month; from message 1,001 on, they are billed at the country's utility rate.
- Marketing: it is still the most expensive category and is billed on every delivery, outside the free entry point window that opens when a customer writes from a click-to-WhatsApp ad.
What to do about it
The incentive flipped: bundling messages used to pay off; with per-message pricing it pays to send fewer, more useful ones. An agent that resolves a query in a few messages, without repeating questions, lowers the service cost; and classifying each WhatsApp message template (HSM) correctly is still key, because marketing costs several times more than utility.
