The messaging limit, known as messaging tiers, is the cap on unique users a business can reach with messages it initiates (outside a customer service window) in a rolling 24-hour period. It does not limit replies to messages the user starts: it governs how many new conversations you can open yourself (notifications, reminders, template promotions). Meta sets it for the whole business portfolio, so all the numbers in the portfolio share it. It is one of the core controls that define how a channel scales on the WhatsApp Business API.

Meta organizes these caps into tiered levels: 250, 2,000, 10,000, 100,000 and unlimited. A portfolio starts at the initial level, moves to 2,000 after completing a scaling path (such as verifying the business) and from there moves up automatically when it combines enough sending volume with high-quality messages, which shows in a healthy quality rating; if quality drops, it stops moving up and Meta can restrict sends. That is why the tier is not a fixed number you buy, but a living metric that reflects the reputation of your numbers.

Conversations the user starts (when they write to you first) do not use up your tier quota. Neither do the replies you send inside the 24-hour window the customer opened. The tier, then, governs your capacity for proactive outreach: how many people you can contact on your own initiative each day.

The levels and how you move up

Meta defines a capacity ladder. This is the structure of the messaging tiers:

Moving up is automatic and algorithmic: from 2,000 on, WhatsApp checks that in the last 7 days you have used at least half of your current limit and that you are sending high-quality messages across all your numbers and templates; if both conditions are met, the limit goes up one level within 6 hours. To get from 250 to 2,000 you complete a scaling path: verifying your business in Meta Business Suite, having your partner verify it, or sending 2,000 messages outside the service window to unique users within 30 days using high-quality templates. Business verification is the fastest way out of the 250 cap, an important difference for campaigns.

Why it matters for the business

The tier defines the operational ceiling of any outbound WhatsApp strategy. Picture a lender or a consumer goods company in Argentina that wants to tell 8,000 customers about a promotion: if its portfolio is at the 2,000 tier, that send would take four days to complete within the cap, and adding more numbers would not help, because they all share the portfolio's limit. Knowing your current level lets you plan campaigns, size the base you can reach per day and decide when it makes sense to warm up the number in advance.

Common mistakes

  • Confusing the tier with the quality rating. They are different but coupled: the tier is how many users you can reach; the quality rating is how well people receive your messages. Poor quality stops the tier from moving up and can get your sends restricted.
  • Going full speed on day one. A new number at 250 that fires off a mass blast with no history gets blocks and reports, sinks its quality and stalls growth. The right move is to ramp up volume gradually.
  • Believing replies use up the quota. Handling incoming questions does not touch the tier; only the conversations you initiate count.
  • Ignoring opt-in. Contacting people who did not give their opt-in triggers opt-outs and blocks, which degrades quality and, in a cascade, stalls the tier.

Rate limiting is a technical limit on how many requests per second the API tolerates; the tier is a business limit on daily reach. You can have a high tier and still hit rate limiting if you send too fast. And the quality rating is the lever that moves the tier up or holds it back.

The sustainable way to scale is: verify the business to get out of the 250 cap, ask for explicit opt-in, use approved and relevant templates, segment so that every send has real value, ramp up volume gradually and keep an eye on quality. With that discipline, a portfolio can go from the initial tier to 10,000 and then to 100,000 in weeks, with no scares or blocks.
