The rules are not the same for the app and for the API, but the principle behind them is: WhatsApp protects its users' experience, and a number that annoys people loses access.

The most common case when selling is a sales team writing from the app: broadcast lists, the same message pasted to dozens of customers or an extension that sends messages on its own. The app is not built for that, and its terms forbid it.

The official API

Quality rating and messaging limits on the API

On the API, Meta does not wait to ban: it measures quality all the time and adjusts what the account can do. The rating has three levels (high, medium and low) and is based on the last seven days, with more weight on the most recent: how many people blocked or reported your messages and the reasons they gave.

The other control is the messaging limit: the number of different people the business can message first, with templates, over a rolling 24 hours. A new account starts at 250 and the limit goes up in tiers based on quality and volume: it grows if quality is good and the business uses at least half of its limit. Replying to someone who writes first does not count against it.

When quality drops, the consequences come in steps:

  • Medium or low quality: the limit stops growing until quality improves.
  • Paused templates: a low-quality template is paused for three hours the first time and six the second; the third time, it is disabled.
  • Marketing that does not arrive: Meta caps the marketing messages each person receives, counting all businesses, and holds back the ones over that cap.
  • Policy restrictions: depending on severity, the account cannot start conversations for one to seven days, gets locked until an appeal or, after repeated violations, is removed from the platform.

Why the API protects sellers better: not because the number cannot be restricted, but because the rules are explicit and warn you before cutting you off: quality shows up in WhatsApp Manager, changes are notified and there is time to fix things. In the app, the first warning is usually the ban.

None of these practices is a trick: they are what Meta asks for in its policies and what it measures in quality. What protects the number is the same thing that protects the sale.

  • Recorded consent: message first only people who agreed to hear from you, and keep when and where they agreed in the CRM.
  • The API for reaching many: no mass lists from the app or a rep's phone; messages to many customers go out with approved templates.
  • Useful messages: a notice that the order shipped or a follow-up on a requested quote is welcome; a generic promotion to the whole base is not.
  • Reasonable frequency: messaging the same person again and again without a reply is the fastest way to get blocked.
  • Instant opt-out: if someone asks you to stop, honor it right away and record it.
  • Fast replies: a customer who writes and gets no answer gets frustrated; an agent that replies in seconds makes the channel service, not noise.
