WhatsApp Service Message definition

A service message is any free-form reply a business sends through the WhatsApp Business API within the 24-hour window that opens when the customer writes to it. It does not need an approved template: it is the message used to answer questions, send quotes and take orders.

Under Meta's per-message pricing model, each number gets 1,000 free service messages per month; from message 1,001 on, they are paid at the utility rate of the customer's country (Meta, 2026).

How it differs from a template

A business can write to a customer in two ways. With an approved template, which is used to start the conversation or pick it back up outside the window, and which is charged according to its category (marketing, utility or authentication). Or with a service message, which can only be sent while the 24-hour window is open and does not require prior approval.

How much it costs

  • The first 1,000 service messages per number per month are free.
  • From message 1,001 on, each one is paid at the utility rate of the recipient's country, listed in the rates for each country.
  • The allowance resets every month and does not roll over.

Why it matters in sales

A WhatsApp sales agent works with service messages almost all the time: it answers the question, asks for what is missing, sends the quote and confirms the order. For a small operation the free allowance is enough; for one that handles thousands of inquiries a month, the number of messages per conversation becomes a cost to watch. An agent that resolves things in a few messages, without repeating questions or asking for data it already has, lowers the bill.

Example

A distributor receives 3,000 inquiries a month and its agent resolves each one in 6 messages: that is 18,000 service messages. After subtracting the 1,000 free ones, it pays for 17,000 at its country's utility rate. If the agent resolved each inquiry in 4 messages, it would pay for 11,000, about a third less.

Common mistakes

  • Counting conversations instead of messages when budgeting.
  • Sending a marketing template for something that could have been handled with a service message inside the window.
  • Letting the window expire: after 24 hours, picking the conversation back up requires a template, which is charged separately.

FAQs about WhatsApp Service Message

What is a WhatsApp service message?

It is the free-form reply a business sends through the API within the 24-hour window the customer opens by writing in. It does not need an approved template, and it is the message used to provide support, send quotes and take orders.

Are service messages free?

Up to an allowance: each number gets 1,000 free service messages per month. From message 1,001 on, they are charged at the utility rate of the customer's country. The allowance resets every month.

What is the difference between a service message and a template?

A template needs Meta's approval, is used to start or restart the conversation and is charged according to its category. A service message is free-form, can only be sent within the 24-hour window and has a free monthly allowance.

How do I lower the cost of service messages?

By resolving each inquiry in fewer messages: complete answers, without repeating questions or asking for data that is already in your systems. An agent connected to your catalog and your CRM usually needs less back-and-forth than one working without data.
