Every template you want to use to start a conversation (outside the 24-hour window) must be declared in one of three official categories: Marketing, Utility or Authentication. The category is not a decorative label: it determines what content is allowed, how the message is billed and what level of review Meta applies before approving it.
Choosing the right category is the most important decision when setting up outbound messaging, because mixing promotion into a template declared as utility usually ends in rejection or automatic recategorization. The three categories and what each one is for
Meta defines three categories and each template lives in only one. The distinction is not about format but about the intent of the message, and that is what gets reviewed when it is approved.
- Marketing: promotions, news, offers, launches, cart reminders, customer reactivation. It is the broadest category (almost any proactive message with a commercial tone falls here) and the most demanding in terms of opt-in and quality, because it feeds the WhatsApp quality rating.
- Utility: transactional messages tied to a specific user action or transaction: order confirmation, invoice, shipment status change, appointment reminder, account alert. The content must be expected and specific to that transaction.
- Authentication: exclusively one-time passcodes (OTP) to verify identity or log in. They have a narrow format and stricter content restrictions.
Why the category changes the cost
Meta charges per delivered message, and the price of each template depends on its category and the recipient's country. In general, Marketing messages are the most expensive, Utility messages have a lower rate and Authentication messages have their own rate. Utility templates are charged even when they are sent inside the customer service window, while free-form replies inside the window are billed as service messages, with 1,000 free per number per month and the utility rate after that. That is why categorization has a direct impact on the budget: declaring as Marketing something that could be Utility can multiply the cost of a high volume of messages, and declaring as Utility something promotional is a violation that Meta corrects.

When you submit a template for approval, you declare its category and Meta reviews it (much of the process is automated). The engine checks whether the content matches the declared category. The most common mistake in Latin America is slipping a commercial nudge into a utility template: for example, an Argentine retailer that builds a template "Your order #1234 has shipped" (Utility, correct) but adds "and get 20% off your next purchase." That promotional ending triggers recategorization to Marketing, which makes the send more expensive and, if the template was already in use, can halt campaigns until it is fixed. The practical rule: one template, one intent.
Common mistakes to avoid
- Mixing promotion into a Utility template (it gets recategorized or rejected).
- Assuming the category is fixed: Meta can recategorize existing templates if it detects that the actual use does not match.
- Forgetting that Marketing requires explicit opt-in and a good quality rating; without them, the messaging limit (tiers) stops scaling and sends get stuck.
- Using Authentication for anything that is not strictly an OTP code.
